PCSD partnered with Education for Change (EFC) to modernize Lazear Charter Academy’s existing space on Oakland Unified School District (OUSD) land. Lazear was the first charter school in Oakland to negotiate a long-term lease for 10 years with the option for two additional 10-year terms for the district land. The school received California Charter School Facility Program (CSFP) Award funds through Prop 1D totaling $17.3 million for the project along with a $5.1 million Prop 51 award for the new construction of two additional classrooms. Additionally, EFC received $862,500 from Charter School Facility Incentive Grant (CSFIG). In order to get construction started before funding came in, PCSD provided EFC with a one year $7.5MM bridge loan.
The goal of the project was to modernize 23 existing classrooms (20 were demolished and replaced in-kind, 3 were rehabilitated), construct 2 new classrooms, and update restrooms, administrative offices and workspace (all located in portable buildings), as well as provide a multi-purpose building. Additionally, a new playground, parking lot, and sports field were constructed in the south half of the campus. The project was substantially completed in early 2021.
